
José Piccolli is a senior infrastructure executive with more than 40 years of experience leading high complexity projects across energy, transportation, logistics and industrial development. A Civil Engineer from the Federal University of Juiz de Fora, he has built a distinguished career overseeing multi billion dollar assets and delivering large scale projects throughout Latin America.
José currently serves as Director of Regulatory Management at Nova Rota do Oeste S.A., the 855 kilometer BR 163 highway concession under ANTT, where he leads regulatory strategy and the long term execution plan for 444 kilometers of road duplication through 2031.
Throughout his career, he has held CEO and Executive Director roles in projects totaling more than 6 gigawatts of installed capacity, including major hydroelectric, thermoelectric, port, mining and mobility initiatives. His leadership portfolio includes landmark projects such as UHE Dardanelos valued at 330 million dollars, UHE Teles Pires valued at 1.4 billion dollars, the Parnaíba Thermoelectric Complex valued at 3.5 billion dollars, Rodovia das Colinas valued at 1.0 billion dollars, the Praia Mole Port Complex valued at 2.6 billion dollars, VLT Carioca valued at 1.0 billion dollars and INB’s uranium extraction and processing operations valued at 250 million dollars.
José holds an MBA in Senior Business Management from IPADE in Mexico, with additional specializations in Prestressed Concrete Structures and training at the Road Research Institute. His international experience spans Mexico, Panama, Colombia, Chile, Paraguay and Uruguay, and he is fluent in Spanish and proficient in English.
